Update water price evolution

Further to Bruno's feedback (https://team.forgemia.inra.fr/optirrigdev/pl/qz93ze7yojfpibrfd4tjwqysch), is it too hard to gradually increase the cost of irrigation from 100 mm upwards ? Is it better to increase it from 150 mm upwards ???
