Create a new network for seinebasin2 Qnat v1

The network 1 works with the hydratec natural flow database. It is not adapte for the Qnat v1 database from seinebasin2.

As we have to create a New network configuration, maybe it's a good opportunity to use directly seinebasin2 IDs instead of converting hydratec IDs in rvgest.
