In-page navigation bar (toc)

To navigate in some pages, like detail or organism ones, a page-scoped navigation bar could be helpful (for a quick access to the different sections of the pages)

The tabs of the tab panels (i.e. Graphics one in target detail pages) can be included as submenus in the navbar
